Energy Home Improvement Incentives for Idaho and Washington
Avista Utilities Home Improvement and New Home Construction programs offer a variety of incentives for residential energy efficiency measures. Offers apply to residential homeowners in Washington and Idaho who heat their homes primarily with Avista electricity or natural gas. Incentives vary depending on technology, and apply to existing and new construction homes.  Here are some incentives that are provided:
*    Natural Gas Furnace/Boiler: $400
*    Air Source Heat Pump: $400
*    Geothermal Heat Pump:$1,500
*    Floor and Wall Insulation (existing homes): $0.50/sq. ft.
*    Attic and Ceiling Insulation (existing homes): $0.25/sq. ft.
*    Windows (existing homes): $3.00/sq. ft.
A $900 incentive is available for new construction homes using Avista electric or Avista electric and natural gas that meet the Energy Star Homes criteria and are verified as an Energy Star Home. Up to $2,000 to Replace Your Appliances
The Efficient Electric Appliance Program provides zero interest loans to qualifying Idaho Falls Power customers to purchase and install efficient electric appliances. The program will loan up to 100% of the actual cost of eligible measures for qualifying customers not to exceed $2,000. Up to $7,500 for a New Heat Pump
The Heat Pump Program offers zero interest loans to qualifying Idaho Falls Power customers who install energy efficient heat pumps in existing buildings for heating or cooling. The program will loan up to 100% of the actual cost of installing heat pumps for qualifying customers not to exceed $7,500 (some restrictions apply). Customers may opt to apply for this loan or instead receive a rebate for air source heat pumps ($1,500 if ducts are outside, $750 if ducts are inside) and ground source heat pumps ($2,500). $500 Energy Rebate for Manufactured Homes
Idaho Power is offering a $500 sales rebate to customers who purchase a new ENERGY STAR manufactured home and connect that home to an Idaho Power residential account. In addition, the sales consultant who sells the home will be eligible for a $100 sales bonus. The Home Products Program offers rebates ranging from $15 to $50 for the purchase of Energy Star qualified light fixtures, ceiling fans, refrigerators, and clothes washers.  Here is some of what you can get:

*    Clothes Washers: $50
*    Ceiling Fans: up to $20, must not exceed purchase price
*    Refrigerators: $30

$50 to $,1000 for Heating & Cooling Energy Upgrades
The Heating and Cooling Program offers rebates for central air conditioners, evaporative coolers, air source heat pumps, water source heat pumps, and high performance system tune-ups. All of these rebates are available for installations into existing homes. Manufactured home owners are only eligible for the evaporative cooler rebates. Incentives for new home construction are available only for high efficiency air conditioners and heat pumps. In order to qualify for the rebate, customers must use a participating company for all heating and cooling equipment installations, except evaporative coolers.  Incentives range from $50 up to $1,000.  These rebate incentives are for residential customers living in both Oregon and Idaho.  Contact:  Home Products Program, Idaho Power Company, P.O. 100% Income Tax Deduction for Installing New Insulation
Idaho residents with homes built or under construction before 1976, or who had a building permit issued before 1976, qualify for an income tax deduction for 100% of the costs of installing new insulation. Any insulation added must be in addition to, not a replacement of, existing insulation. $200 Cash Back for High Efficiency Gas Furnace
The Intermountain Gas Company's (IGC) Gas Heating Rebate Program offers customers a $200 per unit rebate when they convert to a high efficiency natural gas furnace that replaces a heating system using another energy source. New furnaces must meet a minimum AFUE efficiency rating of 90%, and the home must have been built at least three years prior to the furnace conversion to qualify for the rebate. Up to $2,000 to Install Energy Efficiency Appliances
Kootenai Electric Cooperative offers incentives for its residential customers to increase the energy efficiency of their homes. $15,000 for Homeowner Energy Efficiency Projects
The Idaho Office of Energy Resources administers low-interest loan programs for energy efficiency projects, and for active solar, wind, geothermal, hydropower and biomass energy projects. The interest rate is 4% with a 5-year repayment term. Loans are available for retrofit only, with the exception of some renewable resources.   Residential customers may choose one of two loan options:  the standard Residential Loan Program or the Home Performance with Energy Star program. Eligible energy efficiency improvements for residential customers under both programs include insulation, space heating upgrades and water heating system improvements. No Sales Tax on Energy Efficient Projects
Idaho offers a sales-and-use tax rebate for qualifying equipment and machinery used to generate electricity from fuel cells, low-impact hydro, wind, geothermal resources, biomass, cogeneration, solar and landfill gas. Purchasers qualify for a rebate only if the equipment is used to develop a facility or a project capable of generating at least 25 kW of electricity.  To receive the rebate, the taxpayer must pay any sales and use tax on the purchase. After a public utility, a cooperative utility, a municipal utility or the Idaho Public Utilities Commission certifies that the project will generate at least 25 kW of electricity, the taxpayer may file a refund request with the Idaho State Tax Commission. Up to $20,000 Income Tax Deduction for Energy Efficient Measures
This statute allows taxpayers an income tax deduction of 40% of the cost of a solar, wind, geothermal, and certain biomass energy devices used for heating or electricity generation. Taxpayers can apply this 40% deduction in the year in which the system is installed and can also deduct 20% of the cost each year for three years thereafter. The maximum deduction in any one year is $5,000. Energy Rebates for Homeowners in Idaho
Rocky Mountain Power provides incentives for its residential customers in Idaho to install energy efficient equipment in their homes. Rebates are available for qualified appliances, weatherization measures and HVAC equipment. Insulation rebates are only available for existing homes, because new homes would already be meeting the program objectives by adhering to the Idaho building code. HVAC rebates are also available only to existing homes. All other rebates can be applied to new or existing homes.  Incentive amounts range from $20 to $350.  Rebates will be paid in the form of checks, not utility bill credits. Customers should check with Rocky Mountain Power before beginning any projects to make sure rebates are still in effect.
