Eligible improvements include programmable thermostats, furnaces, boilers, and water heaters (regular and tankless). All equipment must be fueled by natural gas and must also meet minimum equipment requirements established by the utility.  Citizens Gas also offers rebates to builders for the construction of homes that meet the Energy Star certification standard, which requires a HERS index rating of 85 or less. In order to qualify, homes must use natural gas for all space heating and water heating needs; use qualifying furnaces and water heaters; and meet certain other installation requirements. At the time of home construction, builders may claim rebates for both the qualifying equipment that they have installed and the Energy Star Home rebate. Rebates range from $20 up to $500.  Contact:  Citizens Gas, Attn: Rebates, 431 Charmany Drive, Madison , WI 53719; 800-203-1856; http://www.citizensgas.com/forhomes/appliancerebates.html
