Incentives in Residential Energy Efficiency Program
Bay State Gas's Partner in Energy Program will pay residential customers 50% to 75% of the cost, up to $1,500, to weatherize their homes or apartments. Homeowners are eligible for 50% and tenants are eligible for 75% toward the cost of energy improvements. Energy saving measures eligible for the rebate include: attic, wall, and heating pipe/duct insulation; and thermostats. When needed, water heater tank wrap, low-flow showerheads, and faucet aerators will be installed at no cost. Low-income customers are eligible to receive all of these measures at no cost. In addition to the base incentive, Bay State Gas offers its residential customers a variety of rebates for the installation of energy efficient equipment. Eligible equipment includes: furnaces, boilers, water heaters, and windows. Rebates range from $10 to $1,000. Bay State Gas Company also sponsors the Energy Star Homes Program, which will pay for 50% of the Energy Star certification fee (approximately $450) per home. Belmont Municipal Light Department offers an incentive for its residential customers to increase the energy efficiency of their homes. Rebates are offered for Energy Star rated clothes washers, refrigerators, dishwashers and room/central air conditioners. Chicopee Electric Light offers a variety of incentives for its residential customers to increase the energy efficiency of their homes. CEL provides rebates for up to four energy-efficient appliances with a maximum rebate amount of $350 in one year. CEL also provides a rebate for insulation worth 30% of the installed cost up to a maximum reimbursement of $300. A separate rebate is also offered for energy efficient lighting. $5,000 Incentive to Install Solar Photovoltaic System
Chicopee Electric Light offers rebates to residential customers who install solar photovoltaic systems on their homes. Customers may receive a rebate of $2.50 per watt for a maximum of $5,000 per installation and rebates are limited to the first 15,000 installed watts per year. A renewable energy credit (REC) is created for each kilowatt-hour (kWh) of electricity produced and is sold separate from the electricity. Marblehead Light Department encourages conservation within the residential sector through their Energy Efficiency Rebate Program. Production Incentive for Solar Photovoltaic and Wind Energy Systems
The Energy Consumers Alliance of New England (ECANE), which operates as Mass Energy Consumers Alliance in Massachusetts and as People's Power & Light in Rhode Island, is a non-profit organization that buys renewable energy credits (RECs) from photovoltaic (PV) systems and small wind-energy systems. The RECs from PV systems and small wind-energy systems are packaged together with low-impact hydro and biomass RECs and sold as New England GreenStart, a renewable energy-based electricity product marketed through GreenUp. Zero Interest Loans and Rebates offered in HEAT Loan Program
MassSAVE, a residential conservation services program administered by Massachusetts electric companies, gas companies and municipal aggregators, offers no-interest financing to help residential consumers increase the energy efficiency of their homes through their HEAT Loan Program. This financing is available to all residential customers who own and reside in a one to four family residence, buy their power from one of MassSAVE's member companies, and obtain a Home Energy Assessment through the MassSAVE Program. Customers are eligible to choose between applying for a 0% loan or obtaining applicable MassSAVE Program rebates for measures installed. Rebates for the Installation of Residential Grid-Tied Photovoltaic Systems
Commonwealth Solar, a program launched by the Massachusetts Technology Collaborative (MTC), provides rebates for the installation of grid-tied photovoltaic (PV) systems at residential facilities. Commonwealth Solar rebates are available to residential projects which are eligible for incentives for systems up to 5 kW. Larger PV systems are eligible for rebates but only for the first 5 kW (DC) for residential systems. The minimum project size is 1 kW-DC (STC). Rebate amounts are based on the PV system size and certain other characteristics of the project. Residential rebates are capped at the lesser of 100% of total installed costs, or a rebate based on a maximum size of 5 kW (DC) - even if the system is larger. The applicant must be the future owner of the PV project and consumer of the electricity generated by the proposed PV project, and must demonstrate that 50% or more of the electricity generated by the PV system will be used behind-the-meter, based on annual production and usage estimates. $50,000 in Rebates Available in Small Renewables Initiative
Through the Small Renewables Initiative (SRI), the Massachusetts Technology Collaborative (MTC) offers rebates of up to $50,000 for design and construction of customer-sited renewable-energy projects. MTC is the administrator of the Massachusetts Renewable Energy Trust. Eligible technologies include micro-hydropower systems and wind-energy systems. Projects must be located at residential facilities and an energy audit is generally required for all projects. Rebate awards may be used for installations on existing buildings (retrofits), or in conjunction with new construction, major renovations or major additions projects. Public and private entities are eligible, provided the applicant is the facility owner or occupant, and is the electric customer of record. The applicant must also demonstrate that 50% or more of the electricity produced by the renewable-energy system funded by MTC will be used on-site based on annual production and usage estimates. The incentive level for each project will be determined on an incentive-per-watt of renewable-energy capacity basis. The base incentive amount for each technology is wind at $2.25 per watt (AC) and micro-hydroelectric at $4.00 per watt (AC). National Grid offers a variety of energy efficiency incentives for residential customers. The National Grid New Construction program offers incentives and technical support to help their customers who are building an Energy Star certified home. In addition, the Energy Star Rebate program offers various rebates to National Grid's residential customers for the purchase and/or installation of certain Energy Star certified equipment. Eligible equipment includes lights, washers, room air conditioners, refrigerators, central air conditioners, heat pumps, and ECM motors installed in gas furnaces. Rebates range from $2 to $300. Rebates to $1,000 to Increase Energy Efficiency in Your Home
National Grid offers a number of programs to encourage energy efficiency amongst its residential customers. Eligible technologies include boilers and furnaces. Rebates up to $1,000 are available, depending on equipment type. National Grid also offers $10 rebates to residential heating customers for every Energy Star replacement window with a U-factor of .35 or less installed in their home, and $50 rebates are available for the purchase and installation of programmable thermostats. In addition, National Grid offers a rebate of up to $300 for energy efficient on-demand tankless water heaters and high efficiency in-direct water heaters. Rebates to $1,500 in Solar Thermal Program
National Grid provides funding support to residential and multifamily customers who install solar thermal technologies. Recommended solar thermal applications include solar hot water heating, solar pool heating, and in some cases solar space heating or high temperature process applications. For residential customers National Grid customers with eligible SHW systems can apply for a rebate of 15% off project costs up to a maximum of rebate of $1,500 for solar water heating systems. This rebate requires that participating customers share their water heating usage data for a period of 12 months in order to receive funding. Incentives in Energy Saving Rebate Program
In conjunction with Gas Networks, New England Gas Company offers its customers rebates for buying infrared heating equipment and heating systems, high efficiency water heaters, efficient windows, thermostats and efficient furnaces. Residential customers can also participate in the MassSaves program. Renewable Energy Property Tax Exemption
Massachusetts law provides that solar-energy systems and wind-energy systems used as a primary or auxiliary power system for the purpose of heating or otherwise supplying the energy needs of taxable property are exempt from local property tax for a 20-year period. Hydropower facilities are also exempt from local property tax for a 20-year period if a system owner enters into an agreement with the city or town to make a payment (in lieu of taxes) of at least 5% of its gross income in the preceding calendar year. This incentive applies only to the value added to a property by an eligible system, according to the Massachusetts Department of Energy Resources (DOER). It does not constitute an exemption for the full amount of the property tax bill. $1,000 Personal Income Tax Credit for Residential Renewable Energy System
Massachusetts allows a 15% credit - up to $1,000 - against the state income tax for the cost of a renewable-energy system (including installation costs) installed on an individual's primary residence. If the credit amount is greater than a resident's income tax liability, the excess credit amount may be carried forward to the next succeeding year for up to three years. Eligible technologies include solar water and space heating, photovoltaics (PV), and wind-energy systems. The credit is available to any owner or tenant of residential property. Up to $1,500 in Rebates for Residential Energy Efficiency Programs
Unitil offers its residential customers a variety of rebate programs to improve energy efficiency. Unitil's Energy Star Homes Program allows residential customers to receive various incentives: $500 for each single-family home; $200 for each multi-family unit; $100 rebate for mechanical ventilation; free energy code compliance; and $200-$600 in additional rebates for the builder, depending on the HERS ratings. The MassSave Program offers 50% rebates up to $1,500 to improve energy efficiency. Improvements include: attic, wall and basement insulation; whole house air sealing; weather stripping doors and windows; attic and bathroom ventilation fans; pipe insulation and duct sealing; and Energy Star programmable thermostats, refrigerators, and light fixtures and globes. Incentives Available in Residential Conservation Services Program
The Wakefield Municipal Gas & Light Department in cooperation with the Massachusetts Municipal Wholesale Electric Company, offers the Residential Conservation Services (RCS) program for residential customers to save energy in their homes. Customers interested in this program must participate in an energy audit. If the customer decides to make any of the recommended changes, WMGLD will pay for 25% of the costs of installation and equipment up to $300. In addition, the RCS program offers an energy efficient appliance rebate program. All appliances must be Energy Star labeled and rebates range from $20-$100 depending on technology.
