Green Building Incentive for Arlington County
The County Board of Arlington offers a Pilot Green Building Incentive Program which grants bonus densities and/or heights to building projects which received LEED certification. The threshold for consideration of the density and height bonuses includes the full range of LEED certifications, Certified, Silver, Gold and Platinum. Achieving the Certified level does not guarantee a density bonus, but will be considered on a case-by-case basis.  The County also offers a Green Building Fund and a policy of having site plan developers who do not commit to achieving LEED certification contribute to the Fund at a rate of $0.03 per square foot. The Green Building Fund is used to provide education and outreach to developers and the community on green building issues.  To learn more, contact:  Public Information Officer, Arlington County, Environmental Planning Office, 2100 Clarendon Blvd., Suite 900, Arlington, VA 22201; 703-228-4488; http://www.arlingtonva.us/Departments/EnvironmentalServices/epo/EnvironmentalServicesEpoIncentiveProgram.aspx

Property Tax Deduction for Energy Efficient Buildings
Virginia enacted legislation that would allow local jurisdictions to assess the property tax of energy efficient buildings at a reduced rate. Under this law, eligible energy-efficient buildings, not including the real property on which they are located, may be considered a separate class of property for local taxation purposes. Accordingly, the governing body of any county, city or town may, by ordinance, allow a special assessment of the property taxes for this class of property. To learn more, contact:  Taxpayer Assistance, Virginia Department of Taxation, PO Box 1880, Richmond, VA 23218-1880; 804-367-8031; http://leg1.state.va.us/cgi-bin/legp504.exe?081+ful+CHAP0288 and http://www.tax.virginia.gov/

Property Tax Exemption for Solar Energy Equipment
Virginia allows any county, city or town to exempt or partially exempt solar energy equipment or recycling equipment from local property taxes. Residential, commercial or industrial properties are eligible.  Cities and counties currently offering an exemption include: Albemarle, Alexandria, Charlottesville, Chesterfield, Dinwiddie, Fairfax, Falls Church, Hampton, Hanover, Henrico, Isle of Wight, King and Queen, Loudoun, Lynchburg, Prince William, Pulaski, Richlands, Roanoke, Spotsylvania, Warren and Wise.  For more information, contact:  Virginia Department of Mines, Minerals, and Energy, Division of Energy, 9th Street Office Building, 8th Floor, Richmond, VA 23219; 804-692-3222; Fax:  804-692-3238; http://leg1.state.va.us/cgi-bin/legp504.exe?000+cod+58.1-3661 and http://www.mme.state.va.us/

No Sales Tax on Energy Star Products + $500 Tax Deduction
Virginia allows a four-day sales tax exemption on Energy Star products of $2,500 or less per product, purchased for non-commercial home or personal use.  A 100% exemption from the state sales and use tax applies to sales occurring during the four-day period that begins each year on the Friday before the second Monday in October and ends at midnight on the second Monday in October.  This incentive is available for any dishwasher, clothes washer, air conditioner, ceiling fan, compact fluorescent light bulb, dehumidifier, programmable thermostat or refrigerator. Individuals may also claim a deduction of 20%, up to $500, on their state income tax return for sales tax paid to purchase certain energy efficient products listed on the website below.  Contact:  Taxpayer Assistance, Virginia Department of Taxation, PO Box 1880, Richmond, VA 23218-1880; 804-367-8031; http://www.dmme.virginia.gov/DE/taxcredit.shtml

TVA and participating power distributors currently offer a dual-metering option to residential/small-commercial and commercial consumers through the Green Power Switch Generation Partners program.   Consumers participate as either residential/small-commercial or commercial customers. Under the residential/small-commercial contract, TVA will purchase the entire output of a qualifying system at $0.15 per kWh through a participating power distributor, and the consumer will receive a credit for the power generated. Under the larger commercial contract, TVA will purchase the output at $0.20 per kWh.  Qualifying systems must be used primarily to provide all or part of the energy needs at a particular site and must not have previously generated into the grid.  For a current list of TVA distribution utilities in Virginia participating in the program, refer to Green Power Switch Generation Partners program website at http://www.tva.com/greenpowerswitch/distributors.htm.  To learn more, contact:  Tennessee Valley Authority, 400 W.
